The answer is - yes you can! Nothing in the OSHA regulations prohibits you from
performing your own company safety training even without being certified. This
includes Hydrogen Sulfide (H2S) Safety Training Certification (regardless of what
you heard). The regulations merely require you to have knowledge of the subject
and the ability to teach. The one exception to that rule would be Hazardous Waste
Operations (HazWOpER) where you must have been previously certified or have a
degree in teaching.
For basic safety training, it would be immoral for OSHA to require you to be
certified to teach safety and then write you citations for not accomplishing your
safety training. What if you were not certified and couldn't find a certified
trainer? This would amount to a government sanctioned monopoly for some
trainers. OSHA was wise to realize this in the beginning and probably wanted to
avoid the inevitable lawsuits against them that this would have generated.
A lot of controversy has been generated about whether you must be certified to
teach H2S Safety Certification. The ANSI standard can only recommend that you
be certified. OSHA does not have an H2S standard so what people are referencing
is the ANSI standard, and no, you do not have to be certified to perform
H2S safety certification training.
When you have a workbook that makes training as easy and effective as these
workbooks, what you don't have is an excuse to not get your safety training done.
